Meeting Minutes – June 2025

                                    July 14,2025

The June 9th meeting of the Yorkana Borough Council was called to order by President Steve Daugherty. After the pledge of allegiance an invocation was given by Lyn McElheny. Members present were Steve Daugherty, Nita Smith, Lyn McElheny, Ruthann Palacios, Christine Grosh, Marv Henise, and Jolene Kirsch. Absent were Mayor Lloyd McElheny, and Dave Bardo.

Katie Bradenburgh also attended the meeting.

The minutes of the May meeting were read and accepted on a motion by Ruthann and 2nd by Marv.

The treasurer’s report was read and accepted on a motion by Lyn and 2nd by Jolene.

Chris from CS Davidson was present for the meeting. In regards to the storm water he advised that council revise the current ordinance then apply for a waiver. This is due in September.

Old Business: Nita is to check our water ordinance to see if the new property at 5 Frey’s Avenue needs to hook up to water or if it can use a well.

Chris reported that she is still having problems with our website.

Flags were placed throughout the borough for Memorial day and reported we could use more. It was agreed to order 25 more.

A letter regarding grass and weeds was sent to 67 Main St., Nita to contact the mortgage company again.

Marv reported he is still working on the mole problem in front of the borough office.

Heindel’s have renewed their contract with the landfill.

Letters about grass and weeds to be sent to Charles Musser for rental property, Gail Raymond for weeds and junk and also 81 Main Street for weeds.

Nita reported that election turnout consisted of 38 voters and 10 mail-in votes.

New Business:

Katie reported on block party progress. There will be no charge to hold function at the church. Invitations will be sent to borough residents. Marv is to contact the landfill about

helping with expenses for the block` party.

It was decided for the yardsale on 9/6 that it would be advertised with just Saturday as the day of the event and time would be 8am until ?.

A motion to pay bills was made by Chris and 2nd by Marv.

A motion to adjourn was made by Ruthann and 2nd by Jolene.

Next meeting will be July 14th.

 

Meeting Minutes – April 2025

May 12,2025

The April meeting of the Yorkana Borough Council was called to order by President Steve Daugherty. The pledge of allegiance was given and an invocation by Lyn. Members present were: Nita Smith, Ruthann Palacios, Dave Bardo, Marv Henise, Lyn McElheny, Chris Grosh and Jolene Kirsch. Mayor Lloyd McElheny was absent. Kati Brandebaugh attended,

The minutes of the previous meeting were read and accepted on a motion from Ruthann and 2nd by Lyn.

The treasurer’s report was approved on a motion by Jolene and 2nd by Marv.

It was reported that Chris gets the reports on the pumping status in the borough from the company that does the actual pumping, not the SEO.

A septic problem at Rick Snyder’s was reported as being worked on.

We received a report that the governor signed the report approving Tony Williams.

A motion by Ruthann and 2nd by Lyn was approved to not join the Intergovernmental Appeals Board – York County UCC Board of Appeals.

Barringer property could not be issued a permit until the property had an address. Nita and Marv assigned 5 Frey’s Avenue.

The Borough received a street sign for Frey’s Avenue which will be installed at a later date.

Spring clean up is May 3rd.

Lyn and Skip attended the York County Borough Assoc dinner in March and said it was very interesting.

There was no new business,

Motion to pay the bills was made by Lyn and 2nd by Dave.

Meeting Minutes – March 2025

April 14,2025

The March meeting of Yorkana Borough Council was called to order by President Steve Daugherty followed by the pledge of allegiance and invocation from Lyn McElheny.

Present in addition to Steve and Lyn were: Nita Smith, Dave Bardo, Marv Henise, Christine Grosh, Ruthann Palacios and Jolene Kirsch. Absent was Mayor Skip McElheny.

Guest Kati Bradenbaugh was in attendance.

The minutes of the February meeting were read and accepted on a motion by Ruthann and 2nd by Lyn.

The treasurer’s report was read and accepted with a motion from Jolene and 2nd by Marv.

Old Business: Nita reported that she covered the ordinance for fences with Deb McElroy. Deb has started to clean up her property.

It was reported that Rick Snyder must contact the sewage enforcement officer regarding his property.

Chris reported that she is the person on council that receives the reports from the sewage enforcement officer (SEO). She is to forward that information to Steve so he can contact the SEO himself.

Update on Tony WIlliams, he is waiting for the governor to sign his form for the borough.

A motion to adopt a resolution by the Borough to accept a Hazard Mitigation plan for the borough was made by Ruthann and 2nd by Marv.

New Business: Discussion for the Intergovernmental Appeals Board was tabled until the April meeting for discussion.

The gas line from the street to the borough office has been disconnected since it is no longer needed.

Marv is to invite someone from the landfill to come to a meeting and update us on the status of the expansion.

A motion to pay bills was made by Lyn and 2nd by Christine.

Next meeting is set for April 14th
