Meeting Minutes – March 2026

April 13,2026

The March 9th meeting of Yorkana Borough Council was called to order by President Steve Daugherty, followed by an invocation by Lyn McElhenny. Members present were: Nita Smith, Kati Bradenbaugh, Marv Henise, Dave Bardo, Lyn McElhenny, Christine Grosh and Jolene Kirsch.

Minutes of the previous meeting were read and accepted on a motion by Marv and 2nd by Chris. The treasurer’s report was given and approved on a motion by Jolene and 2nd by Kati,

Lyn made a motion to appoint Katie Shaffer assistant secretary/treasurer which was 2nd by Dave. Salary to be $1000.00 per year.

Don Hopple will check about using the town firehall for yard sale on May 9th. Don also gave some updates on the fire company.

Old business: audits need to be done for the last six (6) years in order to qualify for grants.

Stever ordered a dehumidifier today for the basement,

Nita was named Code Enforcement Officer on a motion by Dave and 2nd by Marv.

At the time of the meeting there were still 7 properties in noncompliance with sewage inspections.

The borough has decided to revisit the abandoned vehicles ordinance because of complaints received, Nita is to send letters to the affected properties to send the borough proof of inspections on the vehicles in question.

Nita is to contact Amanda at EYARC to provide some information on their program to include in our next newsletter.

New Business: Nita is to contact PennDot about sealing of cracks in the road up to curbs. Marv suggested that they check the whole town for any problems.

A block party is planned for some time in September.

Spring clean-up is May 5th.

A motion to pay the bills was made by Lyn and 2nd by Marv.

Meeting Minutes – February 2026

March 9,2026

The February 9th meeting was called to order by President Steve Daugherty. After the pledge of allegiance an invocation was given by Lyn McElhenny. Members present in addition to Steve and Lyn were: Juanita Smith, Dave Bardo, Marvin Henise, Christine Grosh, Kati Bradenbaugh, Jolene Kirsch and Mayor Lloyd McElhenny.

Amanda Wampler and Don Barshinger from EYARC were present at the meeting to talk about their before and after school program and the 10 week summer camp they offer. There are no sports programs available, It was decided by council to revisit this information at the March meeting.

The minutes of the previous meeting were read and accepted on a motion by Lyn and 2nd by Kati.

The treasurer’s report was accepted on a motion from Marv and 2nd by Jolene.

Old business: Chris Kraft from CS Davidson reported that the grant for road work is on hold until all of our audits are up to date. Nita is to check with our CPA and see when our last audit was completed.

ServPro did their final cleaning. A motion was made by Dave and 2nd by Chris for Steve to purchase a dehumidifier for the basement. The cost is $276.00. It was passed on a motion with 6 in favor of getting the basement done and also getting vents cut into the sides of building on attic floor for air circulation.

New Business: It was discussed to hire a backup secretary and treasurer to assist Nita with her duties.Katie Shaffer, who is interested, is to attend the March meeting.

As of the February meeting there are still 12 properties that are not in compliance with the sewage inspection or have not forwarded the necessary paperwork

The property at 41 Main street is having problems between the new owner and the previous owners with the sewage system. A suit is being filed and CS Davidson is involved.

A motion to pay the bills was made by Lyn and 2nd by Kati.

Meeting Minutes – January 2026

February 9,2026

The January 12th,2026 meeting was called to order by Mayor Skip McElheny. The pledge to the flag was followed by an invocation from Lyn McElheny.

Members present were: Steve Daugherty, Nita Smith, Lyn McElheny, Dave Bardo, Marv Henise, Chris Grosh, Kati Bradeburegh and Jolene Kirsch.

As part of the reorganization meeting the first of the year, the following

were named as:

CGA – Solicitor; CS Davidson – Engineer: Site Designs – SEO; State Police – police: Michelle Klogh – Animal Enforcement; SPCA – Animal Housing; David Sinopoli – Zoning Officer; EYARC- Kati and Nita; York County Borough Assoc – Skip and Lyn McElheny, these were all approved on a motion from Marv and 2nd by Lyn.

Following the above appointments Nita was approved as Secretary/Treasurer on a motion from Lyn and 2nd by Jolene; Jolene was approved as Asst. Secretary on a motion by Lyn and 2nd by Marv; Steve was approved as President on a motion from Jolene and 2nd by Marv and Chris was approved as Vice President on a motion from Jolene and 2nd by Marv.

The minutes of the December meeting were read and approved. Motion from Lyn and 2nd by Chris.

The treasurer’s report was given and approved on a motion from Jolene and 2nd by Marv.

Old Business: Marv reported that Hildebrand’s have contacted him about a start date for the basement. Serve-Pro has found more mold, they will be sending a crew out on Tuesday and will be completely redoing the basement at no charge to us.

Kati is to try to find a lab that does mold testing that might be cheaper than what we are currently paying.

The grate in front of Hildebrand property is completely done.

New Business: Dave brought up that some borough residents wantedto know why Yorkana residents are not considered as “residents” withLower Windsor as far as costs to participate in their programs. Chris isto check and report back to the council.

Chris reported there are still 19 households that have not had septic systems inspected. Nita is to send a letter giving them until January 31, 2026 to comply or will be turned over the district Justice/

A letter was sent to 93 Main Street (Amy Coburn) regarding barking dogs with a copy of the borough ordinance.

A motion to pay the bills was made by Kati and 2nd by Dave.

A motion to adjourn was made by Lyn and 2nd by Marv.

Meeting Minutes – December 2025

January 12,2026

The December 8th meeting of the Yorkana Borough Council was called to order by Vice President Christine Grosh, an invocation was given by Lyn McElehnny. Members present were, Nita Smith, Christine Grosh, Lyn McElhenny, Dave Bardo, Marv Henise Ruthann Palacios, Jolene Kirsch and Mayor Lloyd McElhenny. Absent was Steve Daugherty.

The minutes of the previous meeting were read and accepted on a motion from Ruthannn and 2nd by Lyn.

The Treasurer’s report was approved on a motion from Jolene and 2nd byMarv.

Anthony Williams from SAFER addressed the council and informed us that East Prospect Fire Company would no longer exist after the end of 2025. He did mention that several volunteers have joined SAFER 13 as a result of the closing.

Old Business: the grate in front of the Hildebrand property has been repaired, the Borough has not received a final bill as of the date of this meeting.

The Borough office came back positive for mold again and was tested today, no results have been received.

Marv is to contact Hildebrand’s about repairing the basement.

We had approximately 10 entries in the cookie contest, Christine Grosh was declared the winner. About 30 residents attended the tree lighting ceremony.

The budget for 2026 was adopted and the same tax rate upheld. Approved on a motion from Marv and 2nd by Lyn.

New Business: 32 households have not had their sewage inspected. Nita is to contact individuals.

Jolene brought up the possibility of Home Town Hero banners in the Borough. The subject has been tabled for now.

Ruthann Palacios was honored at the meeting for 40 years of service to the Borough.

Meeting dates for 2026 are: January 12th, February 9th, March 9th, April 13th, May 11th, June 8th, July 13th, August 10th, September 14th, October 12th, November 9th and December 14th.

Meeting Minutes – November 10, 2025

December 8,2025

The November 10th meeting of the Yorkana Borough Council was called to

order by President Steve Daugherty. After the pledge of allegiance an

invocation was given by Lyn McElhenny. Members present in addition

To Steve and Lyn were: Nita Smith, Dave Bardo, Marv Henise, Chris

Grosh, Ruthann Palacios and Jolene Kirsch. Absent was Mayor

McElhenny.

The minutes of the October meeting were read and approved on a motion

from Ruthann and 2nd by Lyn.

The treasurer’s report was approved on a motion from Jolene and 2nd by

Marv.

Old Business: The Kefauver’s are still working on cleaning up their

property. 

Hildebrand property. We received an estimate from Michael Leahy to fix the

storm drain on the street in front of the property of between $8500.00 –

$10,000.00. The landfill has agreed to pay up to $4500.00.

The work by Servpro did not pass inspection, there is still a mold

problem. They have agreed to re-do the work. The manager will meet next

week with Marv and will re-inspect. A motion was made by Ruthann and

2nd by Chris to pay $280.00 for the re-inspection.

Marv contacted two businesses for estimates to re-do the basement. We

only received one reply before the meeting. Hildebrand gave an estimate

for insulation, drywall, framed, foam board and 2 outside doors for

$10337.00. Add ons would include 2 windows and another door for a total

of $12893.19.

Christmas tree lighting is set for December 6th from 4:00 – 5:30 p.m. Set

up will begin at 3:30p.m.

Lyn offered to donate a gift card to the winner of the cookie contest.

New Business: The 2026 proposed budget was presented to council by

Nita. There will be no tax increase. The tax rate will remain the same at

.250, the total proposed budget is $52,000.00. The budget is open for

inspection with an appointment. A motion was made by Lyn and 2nd by

Marv to accept

Nita is to send letters for all unpaid tax bills

A motion to pay bills was made by Chris and 2nd by Marv.

The next meeting will be December 8th.

Meeting Minutes – October 13, 2025

November 10,2025

The October 13th meeting was called to order by President Steve Daugherty. A pledge to the flag was followed by an invocation from Lyn McElheny. Members present were, in addition to Steve and Lyn : Juanita Smith, Marv Henise, Dave Bardo, Christine Grosh,Ruthann Palacios, Jolene Kirsch and the Mayor Lloyd McElheny.

Minutes from the previous meeting were read and accepted on a motion from Ruthann and 2nd by Lyn. Minutes of a special meeting held on October 1st were read and accepted on a motion from Marv and 2nd by Christine.

The treasurer’s report was read and accepted on a motion from Lyn and 2nd by Ruthann.

Chris Kraft from C.S. Davidson was present at the meeting and informed the council that the grant for Yorkana Road had been submitted. It could take 1 to 1 ½ years to receive an answer.

Old Business: Kefaufaver’s weed problem is being taken care of by the property owner.

Hildebrand’s property, the landfill, agreed to pay ½ up to $10,000.00 dollars for repairs. A motion was made by Marv and 2nd by Lyn to give Steve the authority to get the grate repaired.

The mayor is to call the water company and get the meter switched out and tested.         

ServePro has finished the repairs in the basement and the final balance of the bill in the amount of $5366.31 is now due. Marv is to contact someone to inspect ServePro’s job before we submit the final payment.

New Business: Christmas tree lighting will be held December 6th from 4-5pm in front of the Borough office. Refreshments will be served and a cookie bake off will be held for borough residents.

York County Borough Assoc. Dinner will be held November 22nd at Heritage Hills.

Jolene made a motion to donate $2500.00 to the local fire company, Station 13. This was 2nd by Marv.

Nita and the Mayor are to work on the 2026 budget.

Ruthann made a motion which was 2nd by Chris to pass a resolution for the fire company to apply for a statewide share assessment grant.

Marv is to get some quotes on repairing the basement of the Borough building.

Next yard sale will be held on May 9th.,2026

A motion to pay the bills was made by Marv and 2nd by Dave.

A motion to adjourn was made by Ruthann and 2nd by Dave.

Meeting Minutes – September 2025

October 13, 2025

The September meeting of Yorkana Borough council was called to order by President Steve Daugherty. The pledge to the flag was followed by Chris Kraft with the invocation. Members present in addition to the president were Nita Smith, Dave Bardo, Ruthann Palacios, Chris Grosh, Marv Henise. Jolene Kirsch and Mayor McElheny. Absent was Lyn McElheny.

A motion to accept the previous minutes was made by Ruthann and 2nd by Marv after a correction was made to add a donation of $500 to be made to the church towards the block party.

The treasurer’s report was read and accepted on a motion by Ruthann and 2nd by Chris.

Old Business: It was decided to send a letter to Kefauver’s in reference to the weed problem on their property, It was reported that letters already sent to residents about weeds have resulted in properties being cleaned up.

Chris Kraft from CS Davidson was present at the meeting and advised the water problem on Yorkana Road needs a resolution from the borough to apply for funds. A motion from Ruthann and 2nd by Marv was made to do so.

Regarding the Hildebrand property, the state is only responsible for the grate on the road, everything else must be removed and replaced. A contractor Mike Lehey, who looked at the project, recommended we contact the landfill to help financially because it is a safety issue.

 New Business: Keith Flayharty will now be responsible for the snow plowing on roads belonging to the borough.

Hopple was here to represent Safer station 13. We were informed the fire apparatus is installed with units which registers the speed and safety infraction of the equipment and reports directly to an official. There were 944 calls year to date for all stations in Safer 13.

Trick or Treat is set for October 31st from 6pm to 8pm.

It was reported that the water line was installed on Frey’s Ave.

Michelle Klugh was approved for animal control on a– motion from Chris and 2nd by Marv.

A motion to pay bills was made by Jolene and 2nd by Dave.

Meeting Minutes – August 2025

September 8,2025

The August meeting of the Yorkana Borough Council was called to order by President Steve Daugherty on 8/11, followed by the pledge of allegiance and invocation by Lyn McElhenny. Additional members present were: Nita Smith, Dave Bardo, Marv Henise, Christine Grosh, Ruthann Palacios, Jolene Kirsch and Mayor McElhenny,

A correction was made to previous minutes to change the addresses with water runoff problems from Valley View Road to Yorkana Road. Minutes were approved on a motion from Ruthann and 2nd by Lyn.

The treasurer’s report was approved on a motion by Christine and 2nd by Marv.

Old business: regarding weed problems in the borough Nita spoke with the district justice office. A 1st warning was given to 21 and 69 Main Street with a fine of $300.00. 81 Main Street, nothing can be done until sheriff’s sale. 79 Main Street, status is unknown and 72 Main Street has cleaned up the property. According to the district justice, we must wait until the property owner enters a plea before anything else can be done. A new letter was sent to 33 Main Street about their weed problem.

A tent 30’ X 40’ was approved for the Block Party in September, it was also agreed for the Borough to pay the security deposit for the party. A motion was made by Marv and 2nd by Lyn to give the church a donation for allowing us to use their property and facilities.

C.S. Davidson is to get information for the next meeting regarding installing a pipe/grate on two of the properties with water runoff problems on Yorkana Road.

New Business: A complaint was filed with PennDot regarding the storm drain in front of the Hildebrand property, the Mayor is to get hold of Gary Ishman from PennDot for his recommendations before the next meeting.

Frances McGee is having health problems and will not be able to continue to provide the Borough with snow plowing. Steve is to check with Keith Flayharty to see if he is interested in doing the work.

Wendy Fink informed the Borough that a shred it and drug take back program will be provided to Yorkana next year, free of charge.

Nita is to contact Columbia Gas, they did some repair work in front of 33 Main Street and sinkholes are developing there.

Meeting Minutes – July 2025

August 11,2025

The July 14 meeting of the Yorkana Borough Council was called to order followed by the pledge of allegiance and an invocation given by Lyn McElhenny. Present were: President Steve Daugherty, Vice President Christine Grosh, Secretary/Treasurer Juanita Smith and council members Lyn McElhenny, Dave Bardo, Marvin Henise, Ruthann Palacios, and Jolene Kirsch. Absent was Mayor McElhenny.

The minutes of the June meeting were read and accepted on a motion by Ruthann and 2nd by Lyn.

The treasurer’s report was given and approved on a motion by Jolene and 2nd by Marv.

Old Business: The new property on Frey’s Avenue is hooking up to the town’s water supply. Christine was given permission to have work done on our website problems. After discussion it was decided that decisions on borough business should not be made outside of an official meeting. If necessary a special meeting can be called if cannot wait until the next scheduled meeting.

As far as the weed problems in the town, 69 Main St., is to be handed over to the district justice and fined $600.00 (not first warning). 21 Main St. also given to district justice and fined $200.00, 81 Main St. there is a sheriff sale scheduled in August and complaints must go through the realtor right now. Lastly, 72 and 79 Main St should again receive a letter about weeds on their properties.

The Block Party scheduled for September was discussed in length, Katie Bradenberg was not present but prepared a thorough report on costs and rental items for the event. Marv is to approach the landfill and see if they would contribute anything towards the party for the Borough.

The Community Yard Sale is on September 6th this year.

New Business: Fall cleanup is on Saturday November 7th., this year and Spring cleanup is scheduled for May 2nd., 2026.

Water runoff at the properties (5800 – 5806 Valley View Road) was discussed. The driveways and being eroded from runoff of rainwater. C.S. Davidson Engineers are to be contacted to see what steps can be taken to correct the problem,

Meeting Minutes – June 2025

                                    July 14,2025

The June 9th meeting of the Yorkana Borough Council was called to order by President Steve Daugherty. After the pledge of allegiance an invocation was given by Lyn McElheny. Members present were Steve Daugherty, Nita Smith, Lyn McElheny, Ruthann Palacios, Christine Grosh, Marv Henise, and Jolene Kirsch. Absent were Mayor Lloyd McElheny, and Dave Bardo.

Katie Bradenburgh also attended the meeting.

The minutes of the May meeting were read and accepted on a motion by Ruthann and 2nd by Marv.

The treasurer’s report was read and accepted on a motion by Lyn and 2nd by Jolene.

Chris from CS Davidson was present for the meeting. In regards to the storm water he advised that council revise the current ordinance then apply for a waiver. This is due in September.

Old Business: Nita is to check our water ordinance to see if the new property at 5 Frey’s Avenue needs to hook up to water or if it can use a well.

Chris reported that she is still having problems with our website.

Flags were placed throughout the borough for Memorial day and reported we could use more. It was agreed to order 25 more.

A letter regarding grass and weeds was sent to 67 Main St., Nita to contact the mortgage company again.

Marv reported he is still working on the mole problem in front of the borough office.

Heindel’s have renewed their contract with the landfill.

Letters about grass and weeds to be sent to Charles Musser for rental property, Gail Raymond for weeds and junk and also 81 Main Street for weeds.

Nita reported that election turnout consisted of 38 voters and 10 mail-in votes.

New Business:

Katie reported on block party progress. There will be no charge to hold function at the church. Invitations will be sent to borough residents. Marv is to contact the landfill about

helping with expenses for the block` party.

It was decided for the yardsale on 9/6 that it would be advertised with just Saturday as the day of the event and time would be 8am until ?.
